After starting the OnCommand Insight Data Warehouse installation, it gets re-attempted for around 10 minutes and fails with no details in the error shown

Issue

When installing OnCommand Insight Data Warehouse with a domain user account it fails the DB2 installation portion.
In the install log there are error messages stating:
- an error occurred while configuring the instance db2
- DB2 Return value is 4294967295
