Failed to instantiate data source message seen while testing OnCommand Insight data source

Issue

After restoring a OCI database backup and removing multiple data sources, all of the data sources start to render with incomplete inventory and performance statuses within the Data sources page as shown below.

Furthermore, when attempting to test one or more of the above data sources (through Edit data source > Test), the resulting message displayed also shows up as "Failed to instantiate data source" for the selected data source.
