Upgrade of MySQL DB to 8.0.29 in DWH breaks the connectivity to DWH database using third party tools

Issue

NOTE:

  • No Issues with the DWH/OCI application itself after upgrading to MySQL 8.0.29
  • Only Issue seen when using Third Party Tool to connect to DWH server MySQL database 8.0.29 remotely.

Third Party Tools

  • TOAD Data Point Version 5.6  and 5.7
    • Error: Character set 'utf8mb3' is not supported by .Net Framework.
  • Connecting to a DWH MySQL Database with .NET (visual basic) is not working and failing with error
    • Error: The given key was not present in the dictionary
  • PowerShell Script
    • Error: The given key was not present in the dictionary.
