OnCommand Insight - Annotation rule engine is not running

Issue

The Annotation rule engine displays "Last run completed: 2 hours ago."
The "Last run completed" does not update after what appears to be a successful "Run all rules". Timer shows it ran minutes, hours, or months ago. 



The last update in %sanscreen_home%\jboss\server\onaro\log\ruler.log will match the "Last run completed".

The following error is logged in %sanscreen_home%\jboss\server\onaro\log\server.log file:
PKIX path building failed: sun.security.provider.certpath.SunCertPathBuilderException: unable to find valid certification path to requested target
