Cognos Reporting Portal Page cannot be displayed and the OnCommand Insight Data Warehouse ol_cognoscm service fails to start, with error "The system cannot find the file specified"

Issue

When accessing the WebUI for the Cognos Reporting Portal within Data Warehouse, the Reporting Portal Website presents a message stating "Page cannot be displayed."

Users will also encounter another symptom of being unable to access the Reporting Portal to create or generate Reports, due to the Cognos server services not  running.

Starting the Informix IDS - ol_cognoscm service in OnCommand Insight Data Warehouse fails with the following error:

Error 2: The system cannot find the file specified
