Issue

Installation or Upgrade of ActiveIQ Unified Manager on Windows fails with errors similar to:

GUI install message:

Database creation command failed for UM. Installer will exit now. Refer logs for more details
Installation detected that some/all third party packages are not installed or doesn't meet required versions. Please refer  to the log for more details.
 
In the \ProgramData\NetApp\OnCommandAppData\ocum\log\dbsetup.log
