Issue

Active IQ Unified Manager, OCIE service complains about ports are in use.

Address already in use /0.0.0.0:9443

Admin console listening on /127.0.0.1:9990

The following error can be seen in server.log

The services will not start and the java deployment files are stays in "is-deploying" state
Unified Manager upgrade from version 9.5 P1 to 9.7 P1 failed with below error. Reported the "Address already in use /0.0.0.0:9443" in server.log
