ActiveIQ Unified Manager MySQL service cannot start, due to a missing or corrupted INI file

Issue

Upon starting MySQL service from Windows Services, MySQL immediately stops running and fails out with the below message:

The MySQL8 service on local computer started and then stopped. Some services stop automatically if they are not in use by
other services or programs.
