Single CVO HA create fails with "Client error on launch"

Issue

Trying to create a single CVO in AWS will fail almost immediately with the bellow error:

create: [DotInstance]. Instance i-xxxxxxxxxxxx failed to stabilize. Current state: shutting-down. Reason:
Client.InternalError: Client error on launch
 
and
 
Working environment cluster_name status is 'FAILED_TO_CREATE'.
