Trident persistent volume deployment has slowed down, failing pod deployment

Issue

Volume deployment has slowed down to a level where new pods fails to come online in time:
"Unable to attach or mount volumes for pod ..." and "timed out waiting for the condition"

Attempting an upgrade to 20.07 came up with more errors:
"ERRO Trident REST interface was not available after 180.00 seconds."

Alternatively, multiple pods are in Pending state, with the PVC not yet mounted, showing the error:

Failed to create volume pvc-<UUID> on storage pool <AGGR_NAME> from backend <BACKEND>:
 backend cannot satisfy create request for volume <PREFIX>_pvc_<UUID>
